According to the Center for Disease Control, "Vision impairment means that a person's eyesight cannot be corrected to a "normal" level. Vision impairment may be caused by a loss of visual acuity, where the eye does not see objects as clearly as usual. It may also be caused by a loss of visual field, where the eye cannot see as wide an area as usual without moving the eyes or turning the head.
Vision impairment changes how a child understands and functions in the world. Impaired vision can affect a child’s cognitive, emotional, neurological, and physical development by possibly limiting the range of experiences and the kinds of information a child is exposed to.
Nearly two-thirds of children with vision impairment also have one or more other developmental disabilities, such as mental retardation, cerebral palsy, hearing loss, or epilepsy. Children with more severe vision impairment are more likely to have additional disabilities than are children with milder vision impairment."

| The Greater Detroit Agency for the Blind and Visually Impaired (GDABVI)
provides quality, innovative services that increase self-reliance, productivity and dignity for persons who are blind or visually impaired.
GDABVI offers in-home rehabilitation services to adults and seniors, community education programs on eye health and safety, summer programming for children and youth, and Accessible Computer Training at regional libraries for the blind.

| MDE-LIO staff provide outreach services to all LEA's, PSA's, ISD's, children with a visual impairment, students who are deaf/hard of hearing and their families, as well as other resource agencies. The overarching goal is to provide technical assistance and resources to enable local service providers to serve and improve the quality of education for students with a visual impairment or those who are deaf/hard of hearing including those with multiple impairments.

| DB Central, Michigan services for children and young adults who are DeafBlind, is a comprehensive, statewide technical assistance project.
We provide information, training, and support to families and/or professionals who are impacted by or associated with a child who is deafblind. Services are provided year-round, free of charge, and can be accessed until the individual has left their educational setting.
